United through Samusocial International, the Samusocial
organizations are rescue structures whose goal is to provide
emergency assistance, in some of the world's largest cities,
to those people who are in danger, who are too weak or too disconnected
from society to express their needs by themselves, in order
to offer Aid "Relief" Assistance. They are the first
link in a chain that runs from "emergency situation"
to "social reintegration."
Each Samusocial organization is connected to common-law medical,
psychological, and social institutions, to associations and
organizations who work in this area, as well as to decision-making
bodies, private or institutional, whose mission is the fight
against exclusion.
Through its actions, each Samusocial organization also creates
bonds with the people it must rescue, while adding sense to
their lives. It is for this reason that in a certain way it
represents an immaterial asylum - an asylum "outside the
walls." Samusocial can go by no other name than an apolitical
and independent structure of aid and assistance, which bases
its actions on the following fundamental principles:

| Dignity: |
|
To preserve or restore the dignity of the person in physical or social distress.
This principle implies that each Samusocial will bring itself
before, and take in without discrimination these people who
are in danger and no longer have the strength nor the means
to ask for assistance by themselves. It also implies that aid
and assistance are offered tactfully, as are shelters and social
and/or emergency medical shelters if need be.

| Solidarity: |
|
To guarantee the right to medical and/or social protection according to the needs of the person taken in
The recognition of this right implies the dispersion of treatment without requiring registration within the healthcare structure as a condition, and, for everyone, the acquisition of all the existing rights and solutions that respond to their situations. It can therefore be understood that one seeks mid- or long-term housing solutions, the entry into a network of supporting actors, and access to necessary, preventative, curative, palliative treatments, according to the condition of these people and the degree of urgency that the state of their health necessitates. Finally, the action of each Samusocial should provide the possibility for all persons taken in to establish the necessary contacts with health and social institutions and structures

| Citizenship: |
|
To guarantee to each person taken in the right to information, participation, and the exercise of his civic rights and duties
Promoting access to this right implies that each Samusocial will help those taken in to obtain the means to regain a civil or administrative identity and to be able to become informed in order to overcome their isolation.
Permitting all those taken in to gain awareness of the entirety of their rights so they might exercise them legitimately, while participating in societal life and in the exchanges upon which the dynamics of a free and dignified existence are founded.

| Versatility, Mobility, and Professionalism: |

To go out to find people in danger and to provide them with an efficient response tailored to their needs
The assistance and the relief provided by each Samusocial should cover all of the areas that correspond to the basic needs of human beings. The structure should be mobile in order to go out to those who, excluded for much too long, no longer have the strength to ask for help. Finally, each Samusocial takes it upon itself to hire only professionals or persons who have completed the organizationís training process, whether these individuals are volunteers or employees.
